Does BMWFS allow PenFed + OL to be stacked?

So I’m interested in getting into a new 330ix and contacted a couple of BMW lease brokers about stacking both OL and PenFed incentives that I have and was told they could not do it. So I am curious if the dealerships that the brokers are working with will won't allow the 2 incentives to be stacked or is BMWFS not allowing it. Thanks!

    I'd say it is a BMWFS restriction
