$300 Anti-theft fee on used car?

I'm negotiating for a used car via email. They tacked on a $299 anti-theft fee. What's it for, and can I refuse it?

    It's a way to get you to pay $300 more for the car than you agreed to.

    If you haven't completed the deal, just say "take it off, or lower the price by $300".
