Am I eligible for any cash off discount if leasing instead of buying. Should total purchase price be the same as if purchasing? Am I able to get dealer to lease me a 2020 chevy silverado truck for 20% off MSRP, as if I were financing?

Probably not - there are different incentives for purchase vs. lease.

You should always negotiate your best price, however.
