2019 Volkswagen Jetta S former rental low ball price?

What would be a very good low ball price to through at a non-VW dealer who has a couple former rental 2019 Jetta S's with 20-26k miles.?
All clean. Their asking is around $14k. Buffalo NY area..
I'm not too sure I want to take a chance on a former rental, but maybe is price is low enough.

    2019 Jetta S automatic had MSRP of $20,440.

    If you can find a leftover new unit, you'll get 0% financing for 72 months, plus the dealer gets a $1500 incentive. Seems like you could easily get a brand new one for $18K (with zero interest).

    If I do that comparison, I don't want an ex-rental.

    The Enterprise Car Sales store in Buffalo has a few 2019 Jetta S models with low 30k miles for Mid $15k range so if you can get one for $14k that sounds like a good deal.
