2020 RAV4 XLE Target Price

Hello, new to car buying (a lot of lease knowledge, but not buying).

I want to buy a RAV4 but they lease really poorly (no incentives, high MF) so I plan to purchase it.

Looking online (TrueCar) I found the average % off MSRP to be surprisingly low, especially for a volume model such as a RAV4.

When leasing, you find a dealer willing to do your deal at yourtarget selling price, does anyone know what the "target" price should be when purchasing a RAV4 XLE? TrueCar has max discount at ~8%, is that true? It seems lower than I would expect.
