Many online car buying experts encourage prospective buyers to refuse to pay charges such as destination fee or dealer prep. Is this a realistic strategy, i.e. is a dealer really going to forego these charges if a sale is at risk?

The destination is part of the MSRP - no chance it will get waived.

Dealer (or doc) fees vary by state, and the dealer will tell you "we have to charge it to everyone".

Which may be true, but you are free to negotiate a lower selling price to offset it.

Best to identify all the costs, then make an offer you feel is best for you.
