Is MSRP on a BMW 2 series final?

Just stopped by a dealership and looked at a BMW 2 series. Figured there’d be an end-of-year sale, but (excellent) rep told me there were no promotions on that car, to go home and order one from scratch. Is there really no room for negotiation on these?
