front passenger side seat belt ratchets tighter if pulled out to far to latch

i'm new to any forum - but this has been bother me for umpteen years - i am aware that there are explanations out there for the front passenger seat belt NOT operating like the drivers side - they say it ratchets tighter for child seat restraints - and this ratcheting tighter occurs when you pull out allot of belt before latching - besides NO ONE should be putting an infant in the front seat of any vehicle - let alone any child under the age of 13 (some say age 8 - not good) - any help would be appreciated - thanks - stay well everyone.

    That is the answer. That is typical operation, and it is indeed to secure a child seat.
