Registration plates not arrived

I bought Porsche Macan 2018 CPO in August 2020. It's been over 5 months and the my number plates have still not arrived. I have been going in circles with Porsche Pittsburgh but no headway. They come up with one excuse after another. What are my options at this point. Btw my temp registration expired in October 2020. Please help!
