Is a 54% residual on Atlas Cross Sport SE 3.0l w/ Tech & R-Line too low?

Some of the forum chats I've seen from late 2020 have the Atlas Cross Sport Residual at 59%. How much flexibility does the dealer have with the residual or is that set by the manufacturer if financed through them? Money factor loos good at 00101 for 39mths.

    2020 or 2021 model?
    What term and mileage allowance?

    VW Credit sets the residual. The dealer has no say in it.
