True car value and rebates

Hi,

I would like to know if the true car value includes the rebates, loyalty incentive etc.?
I got a True Car value of $47, 922 on a 3 series with a MSRP of $53,522.
But when I went to BMW dealer they said that my $2000 incentives (lease incentive +Loyalty incentive) were included in that offer so I won't get any further discounts.
