Longer lease (48 months) for very low mileage use

The whole point of leasing is to avoid replacing tires, brakes, and out-of-warranty repairs. But what if I only drive 3k per year?
At 48 months, the car is still under warranty, and the tires and brakes are still fresh. Yes, the rubber will be "old," but not worn. Dealer cannot charge for excessive wear for "old" rubber that's not worn, can they?
