How to negotiate cap cost & dealer mark ups, or can I?

What are something I can say or questions I can ask to see if they’re willing to negotiate the cap cost of a lease?

My situation… I’m looking at a 2023, Kia Sportage, X Line or SX-Prestige, zip code 78249 and 78750.

The MSRP on one of these is $33k but the mark up is taking it up to $41k-$42k.
