Registration when leasing

Looking for answer. Leased new car in NJ. Paid $375 to dealership under line item registration, title. Received plates and registration from dealership , looks like total of registration and title are $299 based on what is listed in registration. Does dealership refund me directly for overpayment? Dealer is saying dmv does. Thanks in advance.
