Can NICB.org be wrong about VIN check?

I did a VIN check of a vehicle being sold by a private seller. It came back with the following: "VIN check on https://www.nicb.org/vincheck came back with "VINCheck® Total Loss Record, VIN: [I removed this] has been identified as a vehicle listed in the VINCheck® Salvage Records. Date of loss2019-02-08Cause of lossCollision"

Private seller says, "It must be a mistake."

Could it be a mistake? Is he blatantly lying? Could he be confused? What is your opinion?

    Are you using CarFax? If not, check it with that one, as well.

    Any opinion would just be a guess.
