2024 POS federal credit for Model Y

As of now did Tesla started applying for federal credit of $7500 at POS/upfront or are they still following 2023 model of get through IRS via tax returns?

seeing this IRS publication https://www.irs.gov/pub/irs-pdf/p5900.pdf
but tesla is still going with 2023 way of file a return which almost means wait 18 months or longer as of now
