You can appraise the one you are interested in at the What's My Car Worth link up top. Drill down to the color, miles, condition, etc. and you'll get the usual pricing info - trade-in, private party and dealer retail numbers.
Under those numbers you'll find the CPO price, at least what Edmunds thinks the CPO price should be.

Not sure how much impact (pardon the pun) the accident will have. Future buyers who don't have the van inspected will think that Carfax is describing pretty significant damage.
I think I'd aim for the trade-in value of $22,558.
Hm, this van was for sale on the New York craigslist in Sept. 2016. That's where I got the miles, not from the Carfax. So if this is a private seller, then I'd start lower.

Also the make and year of the car affects diminished value. On a Honda, not so much. On a Ferrari or Porsche, a lot.
It would be nice if you got a bit of a discount because when you resell, someone is going to try and grind YOU on the Carfax.
After 100K miles, I think all this hardly matters to the marketplace anymore.
We don't have any news about the 2017 release date - I've seen spy stories elsewhere with November and December predictions. "Spring" seems a bit late but I don't know.
A quick guess using our appraisal tool says that trade-in on your Accord is around $200. The one dealer likely was moving numbers around. Kind of nice of them actually, saves you the hassle of trying to get $1,000 for it on craigslist. They may take it to auction or maybe just to the crusher. But some kid would love to have it I bet.
