Maximum unbraked trailer weight?

I'm seriously considering a 2017 Highlander. I will be needing to tow a u-haul trailer. I see in the owners manual that the maximum trailer weight for unbraked trailers is 1000 lbs. Am I reading that correctly? That seems very low, and would mean that I couldn't haul even the smallest u-haul (their single axle trailers are all unbraked) and would even exceed that limit with many small utility trailers. Most states and provinces allow 2000 and even up to 3000 (my province) pounds. The Pathfinder allows up to 3500 with unbraked trailers.

I really like the Highlander, and any thoughts here would be appreciated. Am I misunderstanding the manual?

    Some states mandate trailer brakes for anything over 1,500 lbs such as California. Toyota is probably being cautious for legal reasons but on the other hand, do the Toyota engineers know something that you don't?
