Program or loaner cars are used by a different person every couple of days. For sure one of those people will smoke.
A used car with that kind of low mileage (under 10k miles for the Veracruz, and the rental Taurus I had) was probably only driven by the owner and maybe a spouse.
I would expect your odds to be a lot better. I could be way off.
Rental companies can't afford to have their cars rendered unuseable by smoke.
A non smoker who rents one is gonna complain right away.

the domestics, which are the major source for rental cars, are offering fewer cars to the rental fleets.
As a consequence of that, the fleets may have to keep their cars longer.
Or turn to the imports for more cars. The imports really don't offer too much in the way of incentives.
A dealer may even consider the car worth less than bone-stock because it would be harder to sell to a general audience.
I'm sure-(I think)-that the rental companies do the maintenance. But that won't cure Abuse--that people do to the cars, even if unintentional.
Or not? That's the problem--You don't know if one or 2 or more renters abused the trans. or engine or brake rotors, etc. And or smoked in it, if you care about that. OTOH, if you're buying a generic used low-priced car like a Taurus w/warranty at a good price, it could be worth a chance.......

No issues or complaints... just keeping my options open..

Maybe - folks have been known to spend crazy sums on Hondas but 9 sounds more like a private party number to me.
"We use Manheim figures. Yours would sell there for $20,900. All we need to do is clean it a bit and inspect it mechanically. Therefore, we'll give you $20,000."
Say what? Like they don't clean and inspect cars bought at auction?
I paid $21,740 plus TTL for it.. about six years ago.. which was $1000 under MSRP.. Holding almost 40% of it's MSRP... Pretty good for six years @16.500 miles/yr.

Upon reflection though, what I really think he was saying was that there's some flexibility in his figure.
Currently in my region (east coast/midwest), (e.g.) KBB shows $9500 trade-in value for this vehicle: 35k, basic LS trim package. The starting MSRP prices online in my area for the LS and basic trim packages for this vehicle are wildly divergent: anywhere from $15,995 and down. This is where I'm trying to get a target price solidified. I know that the Impala is "dime a dozen" - it's a typical fleet vehicle and, the depreciation is high - I just don't know how this should translate to numbers. I beleive that the dealer should make some profit, just a reasonable profit from an informed shopper. I don't want to get reamed.
My instinct says to start with an offer at around $10,500 and staying within $500 - $1k for my target negotiation area - with my top end offer at $11,500. Does anyone think that this targeted price range is unrealistic? Any advice? Thanks!
After that, you can either suffer from paralysis by analysis, or go find out. Locate a place with the right unit on the lot, and go make your offer and see what they do. If they don't budge, get up and try again on another car.
One thing IMO on used cars though. If you find one that is really, really nice (or super rare but exactly what you want), be willing to bend a bit on your price range.

Not as high as you'd wish. They are very reliable fleet vehicles and are very attractive to employees for purchase after the lease is over. Low maintenance and fairly high mileage. Personally, the 2004 and 2005 models are more attractive as they get significantly better mileage (28 vs. 25) than the newest model.
MY brother and I have a saying, "you don't get what you don't ask for." Personally, I would start around $9800 and be happy around $10,500-10,700.
With teh Impala, you get a lot of car for the money.

Dealer has given us a fair deal on new Acadia ($200 over invoice) and trade-in is irrelevant. He has called local dealers/wholesalers and the most he can get is $4,000. (Original number of $3,500 and we said we wanted $5k). KBB says low trade is over $5k. Any thoughts? We are being told the day of the minivan is over...may just try to sell it ourselves but wanted to get some other opinions.

Meaning if you sell it your self then you pay taxes on the complete sale price. If you trade that is $4000 less you are paying taxes on.
When all the smoke clears is the extra few hundred bucks worth going through the hassle of selling it yourself?
It's funny how dealers talk about the "hassle" a consumer goes through to sell privately but refuse to acknowledge what a "hassle" it is to buy from them!
I've never had a dealer say that to me. Usually, they are happy for someone to do that because then they don't have to worry about insulting them with a number and it reduces the odds the deal will fall apart.
however, I say it, and I'm not a dealer.
Plus, I don't consider buying a hassle. Its just plain fun.
IN ANY CASE, a 2000 well-maintained Nissan Quest with very low miles? Yeah, that should be a piece of cake to sell. Sounds like a $6k vehicle to me.

Depends on how the car shows and what the market is like there.
I think that car should do $10-10,500
You might want to consider selling it privately.
