Anything below invoice may not leave much margin at all for the dealer. Every day the car sits on the lot the holdback shrinks until it is gone and the only money to be made is money over invoice.
When the buyer quotes various online services, uncle Fred's deal, etc. and finally gets the wheel locks thrown in, that very well may be coming out of the salesman's small portion of the deal. The dealer doesn't "throw in" anything like that. Either it's in the deal or it isn't. Otherwise it's probably coming out of the salesman's money, which on a heavily negotiated deal may only be $100 or perhaps even less depending on what that particular dealer pays a salesman on a "mini" deal.
The point I'm trying to make is to consider all aspects of the deal. Look at your own business and consider where you'd be and how you'd feel if your customers came in and looked at a good deal and demanded more and then more yet again. I'm not suggesting you go in and just plunk down sticker but leave the last penny or two intact, without the heads pinched off them like the rest of the shekels.
This fee will be in effect starting October 1. So if you can, try to get your car before that time and save yourself $200 or so.

Kansas City, Missouri area - went first to Lee's Summit Honda - UGH! High pressure, i.e., salespeople urging me to "bond with a car" and refusing to shoot straight about price. Wasted a lot of my time.
Got the Civic finally from Independence Honda. Worked out the deal OVER THE PHONE and they held the car with a credit card before I even went in to do paperwork.

The car appears straight,but has been on lot since July.
Buying a certified used will get you slightly longer warranty, but also higher interest rate.
Compare this to your used Si -- $15,500 at 5% interest will work out to a payment of 292.50.
Even if you get it at $14,000, your payment would be $264.20.
If the environment is the point, I'd say wait for another hybrid generation or two.

I realize I paid a bit too much, but the originl sticker was $16,400, then marked down to $15,600.
I was surprised by the $228 processing fee - never heard of it before.
Also, the sales person never mentioned the cost of the extended warranty but merely mentioned the monthly payment of $266. It wasn't until the finance person tried to have me sign a $1650 4 year extended warranty that I balked. Final monthly payment ended up as $247.
In general, I felt they were trying to push something on me without ever explaining things more thoroughly. If I had to do things again, I would go to another dealer. I did get a quote through the internet of $14,600 from another dealer, and it was only then that the charlottesville dealer went down to $14,600, but later added on transport and consumer fees as "required fees".

This is the beauty of free economy -- Supply and Demand. If there is an excess of supply and not enough demand, prices will fall. If there is more demand than supply, prices go up.
As far as Honda doing enough, when is enough is enough in anything?
Do you always buy everything for full price? No coupons, discounts, nothing? When we buy a Honda at a discount, we're doing them a favor, taking a car off their hands that they couldn't sell. When I bought my 2002 Si for $15,980, the window sticker said $22,500!!! They were marking up $3000 and they couldn't get it. They weren't doing anything for me besides trying to take me for a sucker.
