I go back & forth between Sarasota, FL and Long Island, NY, and I'll be shipping car back & forth. THus I have the option of buying the car in either location.

WOndering where I am better off making the purchase, and registering the car?

Well I think sales tax would be less in FLA but you'd probably want to register the car in the state where you are a registered voter and where you pay your income taxes. I don't think there's any easy answer to your question, as there may be pluses and minuses to both.

Maybe someone who has already done what you're contemplating can jump in here and help us throw some light on the situation.

Florida dealers tend to have ridiculous document fees, while they are restricted to $75 in NY, but you should be looking at the total out-the-door costs.

Generally, you should register cars at the address on your driver's license. But, I'm not really up on the rules for NY or FL.
