Which state is this, where the full selling price is taxed?

This is in NY..I'm not sure if the full price is taxed or not

It isn't..

The document shows those numbers as the "Purchase Option".
The tax number isn't correct for a lease, and no mention of the $925 acquisition fee.
Tax is probably about $2500-$2700 total.

Not knowing the exact numbers, I estimate a payment that is about $30/mo. less

It's possible that the money factor has been marked up, but without the actual adjusted CAP cost, we can't know for sure. Ask the dealer for the Adjusted CAP cost, and the money factor used.
