prolonged high idle - frosty weather

Cold start high idle 1200 rpm for 10 minuits then normalizes to 600. warm start high idle same for 30 seconds then normalizes to 600. Other sebrings idle down in seconds and don't go to to high idle when warm. I.A.T. sensor changed, no help. Computer issue or some other sensor failure ?
