Dealer's internet quote is lower than Edmunds Invoice Price

If a dealer's internet quote is substantially lower than the advertised invoice price on Edmunds or KBB for a brand new car, what should be the next strategy to come up with a counter offer? I no longer have a base number to lean against.

If you don't have a baseline, then get quotes from other dealers.

You really don't care about their invoice. Just getting the lowest price possible. Have you checked to see what incentives are available? Maybe, they are including a customer rebate?
