Wonder if they are using a different bank. We only have GM Financial programs.

Possibly a dumb question but if I never make it to the end of a lease (trade or sell) does it make a dramatic difference in opting in to 10k miles up front vs. 15k miles since I'll never have to pay that penalty?

You'll pay for the miles, either directly or indirectly. If you take the low mileage option, then your residual is higher and your lease payoff will be higher near the end of the lease. That will affect the equity or negative equity of the vehicle you are getting rid of.

By taking a lower mileage allowance, you reduce your options at lease end. You'll be more likely to take a bad deal to get out of the lease early, because you'll be staring down a big mileage penalty at lease end.

It's always best to take the mileage allowance you actually need.

Went to another dealer and was able to lease one with no issue. Not sure what the problem was with the other dealer, but definitely a red flag.
