Negotiating Sale Price

I have financed a car in the past and obviously negotiated some sort of discount off MSRP.
I am not looking to lease a vehicle and was looking on the dealer website where they advertise a 9% discount on a car. I inquired about this vehicle, but was told that the discount was only if I were to finance the car. They told me they could not work out that discount on a lease and were only giving me 4% off MSRP.

Is there any truth to this or should I be looking to negotiate the price further?

There are frequently different incentives in play for leasing versus purchase; this is likely why the dealer cannot honor a 9% discount if you lease.

With VW especially, VW Credit will give the dealer an incentive, if you take financing. A bigger incentive, if you accept a higher rate. The ads always show the best case scenario (as far as sale price), which is not always the best case scenario for you.
