The residual is capped at 59% of MRM. If the MSRP is higher than MRM, the MRM is used to calculate the residual.

Got a quote from a local dealer for a '22 LE 12/36 with $3000 down, the money factor and residual are exactly as above. The gross cap cost is $27,202 and the net cap cost is $26,674. So only $527 out of the $3000 down goes to cap cost reduction, the rest they say is first payment of $349 and $2,122 goes to Toyota "upfront charges". Am I being too skeptical here? no one can tell me what these upfront charges are.

License, registration and acquisition fee are all clearly listed in the gross cap column and yes you are right they are large but this separate 2100 is stumping me, apparently them too because they can't explain it. They sent me a screen shot of their worksheet thinking it would make me trust the transparency but it did exactly the opposite.

Cap cost would have to be around $34,750 for that payment (assuming 7% sales tax).

Big fees (typical for Florida) and/or a markup on the MSRP. Ask them for a screen shot of the lease worksheet to determine what it is.
