Dealer cash is an incentive to the dealer, and would be reflected in a lower selling price.

The lease cash is used like a down payment on the lease contract.

The dealer can't alter the residual value.

There is likely a miscommunication on the lease term, or the annual mileage.

The only residual that matches 61% is 36/7.5 for the GT Prestige (not RS)
