I am new to this, so can you explain what the "dealer cash" is? Is that money that I should be asking for them to take off of MSRP or off of the already discounted selling price?

It's VW-to-dealer money. Now that you know they are getting an extra $2000, you can judge how good their selling price is..

Also, when I asked if they are marking up the MF, he told me that was illegal and they can't do that. Is that accurate? I have T1 credit but he told me .00082 expired 1/3/25.

Dealer is lying about the MF, and they can mark up the MF, as much as .00125 over base.

Might be time to find another dealer, if this is how they are treating you.
