Dealers can discount the selling price as much as they like. Residuals are fixed by the bank. Money factors can be marked up by the dealer, but there is a limit.

Does the 1.25% rule (zero down, 12K miles, 26 month) work for leasing? For example: Kia carnival has MSRP of 53,580.00. 1.25% is $ 669. Dealers are not encouraged with my offers. One dealer is offering at $870 and another dealer at $780 for same TRIM and model and rest every thing is the deal is same.

It's not a rule, it's a guideline. Sometimes, it works (see: EVs), most of the time, it doesn't. At least, not the past few years.

You need to know all the numbers going into the payment to determine what the right payment should look like.

MSRP?
Selling price?
Adjusted cap cost?

Those, along with the lease program numbers we've provided you, should give you everything you need to calculate the payment on your own.
