Front wheel periodically sounds like "air getting released from balloon noise."

I have seen many on this forum complain about the front wheel "air getting released from balloon noise." It is a perfect description for what I am currently experiencing, but have not found a solution. I was going to change the hub, but the wheel is solid when I checked pads and rotor, with no play with the wheel... Has anyone found what causes this periodic "air getting released from balloon noise?"
