What is flat plastic strip above radiator called

Mine has a weird circular cutout/marring on it and I want to replace it. (Like that when I bought it)

    Maybe a fan shroud?

    It connects to the air intake on the driver's side.  I believe it channels air from the fans

    Just a guess. Pulley failure or fan blade failure, causing belt or partial fan blade to go flying through the engine compartment.

    I suspect that the top of the fan shroud fell down against the pulleys and the serpentine belt at some time in the past.

    It might be called "upper radiator shroud" or "upper radiator T-bar".

    Ah, so it's plastic! It must fit over the radiator support bar. This is an odd bit of engineering if you ask me. I hope it pushes cold air and not hot.
