2019 Jetta SEL - Need advice

Dealer is offering great discount off MSRP but it has to be financed on their standard terms which is 3.9% interest for Tier 1 credit. If I want 1.9% APR, then I loose $1,000 discount on the vehicle. Does this sound right? Does VW offer different discounts for different financing rates or is the dealer playing games. Two different dealers told me this exact same thing.
