    is that across all of USA or dependent on zip code/dealerships ?

    They aren't obligated to, and if Cadillac is selling or leasing every Lyric they make, there's no need to.

    On a purchase you qualify for the tax credit; there are no purchase incentives from the bank. And, not everyone will qualify for the full $7500.

    they are selling well only because the volume they are making are so incredibly low in number.
