I called up a couple of other dealers and all of them said the MF was 0.00065. I finally ended up leasing a car from one of the other dealers.

Lease Offer: $265/mo + Tax (~$289 with tax) & $1500 drive off
The counter offer I'm planning on making is:
$230 + tax ($255 incl. tax) with $1500 drive off - for a 36mo/10k
The numbers I've used in my calculation are:
Sale Price: $23,100 (Because this is a tad above TrueCar and price from another local dealer)
RV/MF: 58%/0.00065 based on your previous feedback

You want to negotiate the selling price, not the payment. And, get a full accounting of what the $1500 up front covers.
We recommend only paying the first payment and DMV costs at signing - roll all the other fees into the lease payment.

As you suspected the dealer, from whom I got the above quote, was indeed using a marked up MF of 0.0011. When I questioned this he got a little defensive and asked for written proof of a 0.00065 MF from another dealer.
I called up a couple of other dealers and all of them said the MF was 0.00065. I finally ended up leasing a car from one of the other dealers.
Final lease price details:

MSRP: $26,648
Sale Price: $22,600
Lease Period: 36mo/12k
