Chevy's website only shows the ridiculous one for $3,000 and it's only foreign leases (currently have a Jeep).

No... a dealer can't change the residual.
The base mileage allowance is 15K/yr (72%)
12K/yr adds 1%. Maybe he is just reading off the chart without adjusting for 12K/yr?

It's possible there are differences within model ranges that our records don't show.
