The base rate for top tier credit is definitely 0.02% APR
I'd shop another dealer. I'm surprised they are marking up the rate. I'd guess the Flex is a slow mover.

Selling Price: $ 35002 before rebates
Rebates: $4000 leash cash as above , +250 for aged inventory, +1500 trade-in/lease conquest
Monthly Payment: $ 356 w/ 9.5% Tax ... Nothing due at signing, not even first months.
