Is $3000 the amount Due at Signing?

I live in Atlanta but I am buying the car from a Nashville dealer. Yes, $3000 is the amount due at signing. If I exclude the taxes, the payment will be $656/mo.

The money factor is marked up, and the if the $3200 discount includes the $1500 rebate, then that is puny.
