That is correct - the incentive is to the dealer, and they can choose to give you some, or all of it as part of the discounted price.

With inventory drying up, dealers are not as keen on giving big discounts, since they aren't certain when new cars will show up from the factory. They are in a position to maximize the profit from each transaction.
