I don't even know what Stargard is, if that helps. So, not a requirement.

Why would you pay more for a tire policy than the cost of 4 new tires?

Also dealer is giving me 44% RV and telling me non-negotiable, is that standard? I've typically been able to get the stated RV here when leasing, although this would be first time with BMW.
