I've notice you saying money factors of .0022 for tier one. Any of the quotes I have received from dealers in CT for tier 1 have been .0023 or .0024. The one with .0023 said if you are a returning Honda owner, Honda will do the .0022 otherwise the best rate for a new customer is .0023, is that true? And the one at .0024 was adamant that it is Honda's best rate and they are not allowed by Honda to mark up. This all seems sketchy. Anyone with a dealer in CT to trust?

With the Standard MF (.00220), anything is possible.
I think the .00230 includes a security deposit waiver, which isn't needed for returning customers. You could make a security deposit, and get .00220. (I think)
Security deposits have gone the way of the dodo, and most dealers are loathe to ask for them, even though making the deposit and getting the lower rate is a better deal for the customer.

.00240 MF just seems slightly marked up. I think Honda dealers can mark up the standard rate, even though they can't markup special subvented rates.

Sort of true. But, rarely is the .00010 adder applied, which is why only the one dealer is trying to pull this.

Guess you know which dealer you shouldn't do business with.

I think that is accurate.

Standard MF deals (.00240) require a security deposit, while subvented deals waive the deposit.

To save the .00010, I'd make the deposit.
