They can't alter the residual
Generally, Toyota dealers don't mark up the money factor. Maybe,they are quoting you a lower tier?

I don't understand what happened to residual values of Corollas.

We leased a Corolla LE for 24 months 12k a year in 2014 and the residual was calculated at 68%.
We returned that vehicle and got the same car in different color with the same exact terms in 2016 with a residual of 72%. The lease contract is actually in front of me right now. MSRP $19,725 and residual $14,202.

Does Toyota offer a special residual rate above tier1 customers or something? Or with loyalty+tier1 maybe?

No, they (along with most makes) have decided to use realistic residuals, and put any incentives in the form of lower money factors or rebates upfront.
