I didn't know where the number had come from, so it was hard to rebut. I know the dealer is being shady, but is it at all possible to have a source for those incentives to be prepared for my visit to the next dealer in the area (not Boardwalk!)?

You'll have to ask them - probably a bigger discount from sticker, or other state-specific incentives that are available.
