Oops, sorry. I should have been more specific. 18966, 36/12k. SL AWD.

MSRP is $42,960. Originally the sales price was $39,988 with additional $3,500 in rebates, which led to a $479 payment. He played with the sales price a little to get me to $435, not sure what it became.

Found the answer to my own question after a lot of digging. This dealership has more details than any place else I found, including the official site. I never knew the business VPP discount was called the "D" plan. I'm assuming there are others then too

I believe you are right - VPP sets a fixed price, either just above or just below invoice. No haggle.
