    Dealer in Dallas area is claiming he can't budge below a .00219 money factor. He tells me it is set by BMW and the only way to lower it is with additional security deposits. I told him no deal unless the MF gets the interest rate down close to 4%. He insists he can't budge. Is he being truthful?

    Base MF from BMW FS is .00185. Anything above that, assuming you have top tier credit, is a markup for extra profit.

    Find another dealer.

    Add-ons like that are a good deal - for the dealer. Probably best if you pay as you go, should you have issues.
