Yes, that's how it would be noted on the deal worksheet - similar to a down payment.

Yes

Actually, they used the $9900 to pay your inception fees, then used the balance as a CAP cost reduction.

"I don't sign lease deals with marked up money factors". Then find another dealer. I believe the iX is starting to accumulate on dealer lots, so they should be eager to move them.

2. They've priced the difference for 16k miles as a $600 mileage penalty on the lease calculation sheet. Is this reasonable?

1. I think the profit is split, but most of it goes to the dealer
2. Make sure you get another $600 (or more) off the selling price to compensate; less than 4 cents a mile off the residual is very good (for the record, there is a set formula to calculate this; it isnt' the dealer just pulling a number out of thin air).

The MF from what I can tell is the interest rate / 2400.

One dealer offered me 6800 price reduction, 9900 lease credit on a MF 0.00111 and RV around 50k.

I am guessing this is a meh deal from what u am reading where others received 10% average off msrp?

It's applied like a down payment, from the adjusted cap cost.

BMW iX currently has the $9900 in incentives. I see it is eligible for the $3750 federal tax rebate (not the full $7500) and $500 NYSDRA rebate. Is BMW carrying that in the $9900 or can that be stacked on top of the $9900?
