Here is the info we have on conquest:

Program Notes: Customers do not have to trade in their vehicle to qualify. BMW Conquest Lease/APR Credit is extended to current owners/lessees of competitive brand vehicles. BMW Conquest Lease/APR Credit is extended to individuals residing in the same household as the qualifying customer. Proof of residency must be provided in order to receive the household conquest. BMW Conquest Lease/APR credit is non-transferable to other family members or friends outside the household. Proof of residency is defined as (but not limited to) a current Utility Bill, Pay Stub or W2 Customers whose original vehicle is in a company name and now want to place their new vehicle in their personal name (or vice-versa) are eligible for the BMW Conquest Lease/APR Credit. You may be required to provide documents establishing the association between the company and the person.
Customers who do not currently own a vehicle qualify. BMW Conquest Lease/APR Credit is available through the months program period and is lockable. BMW Conquest Lease/APR Credit must be disclosed on the contract. If you have an existing credit lock, you must select the current months programs at the time of funding in order to redeem the BMW Conquest Lease/APR Credit. Cannot be combined with any Loyalty offer. Can be combined with available market level cash incentives and rebates. Dealer must include a copy of competitive Make Registration in funding package
-Conquest Lease Credit - Vehicles that have accumulated 5,000 miles or more do not qualify.

Insist on the base rate, or find another dealer.
