    I think you are correct about the sales tax rate.
    That makes the payment about $296/mo, pretax

    $2000 total upfront?
    $598 dealer fee
    $595 acq. fee
    $304 first payment
    $200 DMV fees?
    $300 for CAP reduction?

    That gives me $297/mo+tax, which is almost on the money.

    Adding the $600 dealer fee to the sale price, results in an effective discount of about $2100 before the incentive.
    I don't follow pricing, but that doesn't look bad for a $28500 MSRP vehicle.
