Fees are capped in California and your taxes are what they are. You are doing good.
I am looking to buy a CRV 2016 2WD in Arizona. What is the best OTD price I can give
Once you wind up on the pricing page, you'll see invoice and MSRP and True Market Value (TMV). Your goal will be to get a selling price better than TMV, since TMV is the average price paid in your region.
You may be able to get the selling price down a couple of thousand below invoice (including destination).
Anyway, once you figure out a good selling price, then add in your taxes (almost 11% in some areas in AZ!). It looks like the average AZ DMV fee is $532.
The sticky part is the doc fee - California caps their fees at $80 but the average fee in AZ is $410. That's a rip-off.
For example, TMV for an EX FWD in Phoenix is $24,819. That's $1,100 below invoice. Invoice is $25,909, so let's say you can get it for $23,909 (these numbers include the $900 destination).
So, $23,909 x 10% tax plus $532 DMV plus, oh, $50 for a doc fee comes out roughly to $26,881 for a good OTD price.
The other add-ons to watch out for are junk like paint/interior protection packages, wheel locks and tint. That stuff is usually over-priced and in our climate, you may be able to get a better quality tint from an independent shop for the same price or cheaper than what the dealer will charge you.
I am in NJ looking for 2016 CRV Touring Model, I am trying to be aggressive in my offer. I responded to dealerships with an OTD price of 32,000. I may be too aggressive.
My best offer so far:
30,735 this includes destination and doc. fees of $399.
32,886.45 with taxes at 7 percent.
350.00 give or take on DMV fees.
33, 236.45 out the door.
I am in no rush to buy, I am hoping there may some more rebates coming down the road before labor day.

I am also looking at the Nissan Rogue SL, but the CRV would be better for the long run, how do you feel about the two?

Your area isn't considered as competitive as it is just down the road a bit near DC. TMV is coming in close to invoice (invoice with destination is $32,186, depending on what color you get).
But your offer of $30,735 before the taxes isn't all that bad, almost $1,500 below invoice. They burn you a bit on the doc fees.
You should be able to do a bit better if you wait until the end of the month. And click on @brian125 's name and skim some of his Accord and Civic posts. He's in the NYC area (usually) and has a good handle on which dealers are good to work with.
I had great luck with a '99 Nissan Quest that I got new and drove up until I moved here two years ago. But - I'm not convinced that the Rogue is one of their better efforts. I'm a bit jaded since I skim all the problem posts around here and owners rarely bother to post that their car is doing great with no issues. But the growing pains Nissan had with their CVT gives me pause.
When I shopped the CR-V I cross-shopped the CX-5 in that size range and it's pretty nice too.

The end of the month is typically better for deals.
Cash doesn't talk - dealers make money by putting financing packages together so if you go in and say you are going to pay cash, you may get a worse deal. You can always "change your mind" in the finance cubical when you go to pay and tell them you decided to write a check instead. Or if a deal comes with a good incentive but only if you finance, you can go ahead with the car loan and then pay it off the next week. Just make sure there's no pre-payment penalty (and there rarely is anymore).

A lot of better deals can be made if dealer knows you will finance the vehicle thru them . I have financed some of my vehicles with as little as 5k to get a better price. Some dealers might want 10k or 15k. What ever the amount once you get that 1st bill pay it off.

So long as you don't have a stupid $600 doc fee in there, go for it.
$300 is still about $250 too much, but dealers have to make money somewhere. The profit margin on selling new cars (before the add-ons) is supposedly down to 2%.

If you are in NOVA, TMV is $24,321 and that's about $900 less than the $25,169 invoice (all my numbers include the destination).
So, compared to the total "Sonic" price of $22,549 before the taxes and fees, your quote is very good.
The dealer is overcharging for the processing fee, but that's all their profit, other than the holdback and any bonus money we don't know about.
We haven't seen many reports of ~$2,500 below invoice on Hondas in DC like your quote so it's not likely you will do a whole lot better at the end of the month.
Compared to, say, Pittsburgh buyers, you're doing great. If you want to hold out for the record deal, try to whack the processing fee in half.

Invoice is $28,819 and TMV is $28,158 for a Baltimore zip. My numbers all include the $900 destination.
So your selling price is $26,565 ($25,665 + $900) before the fees. That's a good number, about $2,200 below invoice.
The processing fee is about $250 too much and the MSRP on wheel locks is $56. So if you want to haggle and string it out a bit, there's about $300 you can justify cutting. Probably easier just to counter with a lower out the door price though, like $28,263.
But even if you just did the deal right now, you have really good price.
Remember, dealers have to eat too.

They had some extras like wheel locks and all on the car but already had those thrown in. They're also throwing in a free remote start system.

TMV is $24,835, so it sounds like your selling price before the student discount pretty average.
And yeah, the doc fee is about $600 too high, even though the NC average is an eye popping $550. And naturally you shouldn't be paying for Honda's advertising either.
While I'm being contrary, you may want to ask about the remote start. If it's not a genuine Honda accessory, I'd be a bit worried about an aftermarket electrical gizmo being added to my electrical system. Guess I've had too many issues with security systems (including one OEM one that was dealer installed). There's a lot of computers in cars these days that get weirded out by tapping into the wiring harness and it's expensive to trace those kind of issues down if they arise five years down the road.
I think I'd shop around some more and get some more quotes. We like to see CR-V selling prices come in $1,500 below invoice and then just add in the taxes and a nominal doc fee, and no junk fees (like paint protection, etc.).
I figure your target should be $25,424 minus the $115 ad fee minus $1,500 for a total of $23,809. Then throw in the student discount and you land at $23,309.
Average NC tax will be 7.5% and the average DMV fee is $28. (link) So I come up with $23,309 plus $1,750 in tax plus $28 DMV for an out the door price of $25,087.

When our TMV average comes in at invoice or a bit higher, that's not a great sign for killer deals. Don't know your market but you may not be able to get $2,000 or more below invoice. But it's certainly worth trying.
So, figure $24,500 plus ~8% tax, ($1,960), plus average DMV fee of $50 plus the capped doc fee in Ohio of $250 (capped but still a rip).
Looks like a very good target out the door number would be $26,760. So aim
