First, that $3000 down really means your payment is more like $283/mo. And, that's likely before tax and fees.

Kia lease numbers are regional. What state is this?

How many miles is this offer for?

If there have been any mid-month changes to the programs, we wouldn't have that information.

This falls under the category of "too good to be true" - I'd hate for you to get to the dealer and find out that there is a whole bunch of stuff missing from the quote that will drive up the monthly payment.
